Opening third rate universities and running them as cut price visa mills while heavily subsidised domestic students still lose money on their degrees is not a sensible policy.

If undoing it has 'big implications for levelling up', we can find another way to dole out cash.

The 'centre ground' analysis is 20 years out of date. Tories' problems during 1997-2005 were negative campaigning and their policy base was narrow. Vote Leave showed how you can take an idea SW1 thinks is unpopular, present it positively & reasonably, and people will listen/vote.
