The CEF says in recent years the plan has been for the £200m borrowing to be utilised to its fullest extent – only for this not to actually happen. ‘With the power to utilise the £220m completely within the Executive’s control, it is critical that it does so,’ it adds.

Part of the difference relates to a one-off accounting adjustment of £139m but even without that deduction the budget would be flat in cash terms. The Construction Employers Federation (CEF) says that the core capital budget is no bigger in cash terms that it was 17 years ago.
