the real question (in my judgment) is whether conditions in the US allow the US to replicate Chinas EV success -- which stemmed from a mix of external protection, significant subsidies and vicious internal competition

So imo anyone who offers a simple 'magic of the markets'/ 'tariffs never work'/ 'industrial policy never works' story should start from a big disadvantage, because China's EV story is a story of a successful industrial strategy/ policy.

China's EV sector also developed its edge thanks to enormous preferences for EVs (licenses and the like), enormous local preferences for Chinese made EVs and batteries (no imports ever qualified) and big subsidies ...

Behind that tariff wall, China developed what is now the world's biggest auto export sector (5.5 m vehicle exports a year and rising fast) and by all accounts a competitive set of EV producers who are now going global

Just to review a few auto basics:

China has higher bound tariffs (25%) on autos than the EU (10%), the U.S. (2.5% on cars, 25% on light trucks) and Japan (zero)

Tariffs don't work is (it seems) a fairly common response to the 301 review increase in US EV tariffs.

The thing is, well, China's auto export success is the best counter example to that argument ...
