2/3 of Texas is and has been impacted by a drought for the last year. Groundwater depletions along 1-35 are real. Fortune 500 companies in the lower Brazos basin have chose to expand in other states due to lack of firm water.Need to put 4 billion of surplus in water projects now!

Worn out wastewater treatment facilities, Unprecedented groundwater depletions, Over Prescribed River Basins and a long standing drought.
This will take longer to fix than the Grid. Need to start by infusing $4 billion of surplus to incentivize water infrastructure build out now.
