Currently, it looks like Netanyahu will call Biden's bluff, but in increments. The IDF is already in Rafah using deadly force. Netanyahu may simply keep doing this, but try to keep below the level where Biden is forced to admit that Netanyahu has crossed the line.

If members of Congress think Biden’s threat to withhold arms to Israel is unjustified, they can hold hearings on the conduct of the war with actually credible international humanitarian law experts, which of course they won’t do.
