Clarification: this is an agreement between the legislature's conferees and the governor. The whole General Assembly needs to vote on it.

The budget will take some time to go online, but should by Saturday to enable passage by Monday

Lawmakers are scheduled to present Virginia's budget on Monday. If VA keeps collecting more tax money than it thought it would, it could prevent another showdown. But I couldn't get a good answer if that's happening.
