I am sure the framework did not explicitly focus on plea, but in practice defendants who maintain their innocence, are considered not remorseful, and therefore judged to be a greater threat to the public, hence frequent IPP sentences once convicted.

Released on licence perhaps, but that doesn’t necessarily mean parole - only around 10% of offenders are even parole eligible, and only 1 in 4 will be successful; of those, only 1 in 200 of be recalled for further serious offending, which is a tiny fraction.
