The rhetoric is honestly fascinatingly vestigial. The division of humanity into discrete, self-contained peoples is no longer natural to us (even to reactionaries, who have to argue for it explicitly). But the political structures built on that foundation keep the language alive.

I don't think it's quite right to say that this is incoherent. It's perfectly coherent, it just requires inhabiting a 19th century conceptual landscape that is both intellectually and morally indefensible
