NY Proposal 1 removes special debt limits placed on small city school districts. Upon passage, small city school districts will be eligible to have the same debt limit, enacted through statute, as other larger state school districts. Read more: nytimes.com/interactive/20…

Proposition 1, which is on the ballot this week, would enable the smallest school districts in the state to raise their debt limit beyond its current level of 5%.
