How come Central Railway DRM Mumbai CR GM Central Railway putting the life of Mumbaikars at Ransom on a working day.

As per my information, the Public Relations Department of Central Railway had initially confirmed to a few reporters that it was a SPAD incident, but later on the statement changed. Hence the most important question is...who made Central Railway to change the statement?
