If you view prisons as a place for retribution for past wrongs, there is little will to improve conditions.
If you view prisons as a place for rehabilitation because 99% of those incarcerated will return to neighborhoods, you reach the opposite conclusion.

What I learned last night: DC is on the cusp of a historic rewriting of its criminal code, based on deep examination of the history of justice and injustice, that will serve as model for the country. Tx for the education. This is in action.
