Justin Sandefur I think the reply would be that US/EU climate politics rests on the jobs/profits payoff of the climate transition and electoral support from industrial regions. So no protectionism, no path to net zero.
The policy conclusions are hasty, I think, but the argument has merit.

There's some sensible stuff in the report. But overall, sad to see U.S. Institute of Peace join the clamor to orient U.S. Africa policy around competition with China and a zero-sum scramble for resources.
