Compensation for lack of an appropriate education seems to have been growing recently.
Our own CEO's daughter also waited 18 months for a finalised EHCP and a suitable school place.
This is not a huge rarity.
Local authorities should be aware.

I'm increasingly tired of LAs who think they are legally permitted to delay urgent provision with bureaucracy - e.g. LA demanding recommendations from 2 different panels that each sit only once a month before it will think about s19 education for child unable to attend school.
