Yes. It takes more time than half a typical parliamentary term to go from a research council conceiving an idea to it actually being funded.

We highlighted this issue in Blair-Hague New National Purpose report #1, good to see government taking steps to address it.

“One senior official estimated the time from an original idea, arising in Research Councils, to execution of a programme at over two and a half years with 13 specific approvals required.”

Another example of the UK’s two decades of underinvestment (see also energy, transport).
