It is not a requirement to hold a PH operator licence to act as a taxi intermediary.

‘Allows us’ is an implication that they are using PHO licence, if so why are they not adhering to section 9 (8) Private Hire Vehicles (London) (Operators' Licences) Regulations 2000?

That might be so but TfL Taxi & Private Hire have a duty to establish the legality!

Was it really the intention of an Act of parliament for a third party intermediary to enter as principal and undermine a regulated metered tariff, a meter that protects passenger and driver!
