“I begged the police not to shoot, but they still killed him,” Notan Costa, Win Rosario’s mother, tearfully said through a translator.

His family is at City Hall rallying for justice for Rosario, who cops shot earlier this year.

Today, 22 bills passed the New York State Senate Health Committee including my Safer Consumption Services Act to establish a pilot program for overdose prevention centers statewide. We need to pass it this year to #EndOverdose , address public drug use, connect NYers to care, and save lives.
