War and insecurity was long used as an excuse for lack of development (even schools) in certain areas. But there was also another issue, unequal treatment of areas by the former governments, who for political reasons prioritized certain areas over others

Mind you, he’s under investigation by the FBI right now for his crimes and he’s facing a lawsuit for sexual abuse of his former colleague—but sure, why not sic the NYPD on college students peacefully protesting genocide on the lawn of their own campus.
