Nobody in the UK trade policy community believes that Alan Winters can really retire (indeed he and I have something upcoming...) but as he perhaps steps back a little we should acknowledge his contribution particularly in seeking better debate in recent years.

It’s hard to overstate L. Alan Winters’ contribution to the UK’s grasp of the economics of trade. It was a pleasure and a privilege to work with him. He’ll be much missed. Very best wishes for a happy retirement. And best wishes to Emily in her new role.
