Chicago Police lied by claiming all footage had been released. The only available defense against this charge would be a claim of gross incompetence.

After the shooting, CPD claimed they released all footage within 24 hours. We now know that the dashcam video of Officer Halley firing at Augustus was not among them.

Newly released video, withheld by CPD for over a year, and our investigation w Forensic Architecture shows that the fatal encounter was caused by aggressive policing rather than any criminal conduct by Augustus.

- opposes policies that would protect the lives and safety of its own members (e.g. foot chase policy)?
- does not publicly defend members like Shannon Spalding and Daniel Echavarria when they were targeted by management?

One former COPA supervisor described “a crisis of confidence in leadership.” The most telling expression of that crisis is that roughly 30 staff members, most of them investigators, have left the agency during the last year.
