The PROVE IT Act is a pro-tax, anti-energy bill that would lead to carbon taxes.

In the IRA, Congress took GHG info to create a methane tax.

PROVE IT Act info would be used in the same way, but to create a carbon tax, i.e. a tax on modern life.

I note the Free Exercise Clause bound only Congress, not the states, which (until the 14th Amendment) had wider powers to infringe on religious liberties or to establish churches.
OTOH, the No Religious Test Clause bound all levels of government under the United States.

At that time, the only Constitutional protections for freedom of religion, and freedom from religion, were the silence on religion for citizenship, and the No Religious Test clause for any office.
