Three policy recommendations based on our findings: (1) initiatives expand country participation (to key sector emitters), (2) signatory countries incorporate the initiatives’ goals into their updated NDCs, and (3) initiatives enhance institutional capacity. (6/n)

These findings indicate that the contribution of these initiatives on ambition-raising and actual emission reductions by 2030 would be limited if the status quo continues. The same can be said for all the declarations and announcements made at the Dubai COP28. (5/n)

Then, how robust are these initiatives’ institutional set-up? Using six indicators (based on Chan et al., 2022, NatureClimate) and data available as of mid-2023, we find that the robustness varies significantly across initiatives. (4/n)

Are there signs of these signatory countries following up? We reviewed updated NDCs submitted post-COP26 (up to mid-2023), but only a few countries mentioned at all these initiatives (notable exception: the UK as the COP26 presidency). (3/n)

We first calculated the potential mitigation impact of 14 sector initiatives; they address sectors that together account for ~two thirds of the emissions gap in 2030 between NDC and 1.5C-consistent pathways. BUT, signatory countries would only fill a quarter of the gap. (2/n)
