Strategic problem: Nebraska doesn't work as a control.

The paper's idea is isolating the effect of an ESA by having two states that pass ESAs in 2023 with one having delayed implementation.

Problem is, NE doesn't fit that bill at all, for many reasons. DiD doesn't work here.

The analytic: it matters which schools raise tuition. It's possible (even likely) that the only schools with notable tuition increases are those that used to charge much less than the new ESA amount (about $7400). If that happens, accessibility is unchanged. This was unexplored.

A recent Annenberg paper about Iowa's ESA created a stir.

While it is just a working paper, it had 1 major analytical flaw, 1 major strategic flaw, and 1 major data flaw. For all the excitement it generated, it showed me nothing.
