Federal Register copy of HTI1 say's today's deadline is 5pm EDT. ONC e-mail says it is 11:59pm EDT. Regulation.gov also says electronic comments due by 11:59pm EDT. I'd go with 5pm worst case, happy to have some clarification from ONC.

Dear ONC friends - as much as I would love this to be true, HTI1 can't and won't mitigate potential negative impacts of the use of AI in health care. Really important that ONC is working on this/thinking about it, but this is beyond one regulation and ONC's authority.
