Inbox: Dan Patrick statement on and passing earlier — and in case you there was any doubt these two were inextricably linked, doubt no more.

🚨Insightful new analysis on the impact of HB1500 & SB2627 on the market and quantifying the impact of these policies on:
- Their resulting level of reliability
- What it costs with the Loss of Load Expectation (outages/year) being the target reliability metric

Unless the system is updating too slowly, as of midnight, there are no conference committee reports on any of these bills. Grid bills SB7, SB2627, & SJR93 and HB5 (corporate tax breaks)--barring parliamentary wizardry and suspension of many rules--are all dead.

1/9 Texas' new SB2627 legislation marks a major shift from competitive electric markets to resource preference and subsidies. However, this approach may bring unintended consequences. Let's unpack why.

I talked w/ Katy Blakey about 's failure to increase the state's paltry goal. Also addressed the backup power program for critical facilities in SB2627. If we had had something like it before Uri, it would have saved lives.

was 135-3 to suspend the rules and 114-20 on passage.

was 120-18 to suspend and 100-36 on passage.

Now the package of grid and economic development bills only need Senate approval before going to the Governor.

“This study makes it clear that the PCM cap, combined with limiting the generation sources that can participate, alters the program. As a result, the additional $1B expense fails to achieve the best possible grid reliability” -Sandie, Texas Consumer Association President texasconsumer.org/news-press/imp…

Subsidizing businesses with redistributed taxpayer money is bad policy. This is a bad bill. Eliminate subsidies for unreliable sources of energy instead of trying to correct government failure with more government through subsidies for nat gas production.
