You can have more personal in the NZDF and still have a high attrition rate with number of qualified personal leave that takes years to replace in training and experience.
KajensAngel 🕊 Pat_Pilcher LSVs work really well because the people on it are volunteers. I would be all for extending this but we still need to find the people to work there and NZDF has huge staffing problems. Boot camps are not voluntary and that is a big reason they don't work.
Russian Embassy, NZ NZDF says they train mostly conscripts and volunteers out of civilian life. They seem more relevant than you.
